Study material of new syllabus 2012

Hi,

I'm planning to do Cost Accountancy. But I've a few doubts regarding the training programme. 

1. When should one commence his training programme?

2. Is there any requirement like minimum training period completion for appearing in Inter or Final exams? Or is it only like, it is required to be completed before applying for membership?

Please throw some light on the above...
