Status holder under foreign trade policy

Dear Sir, Please tell me that what is the eligibility of Status holder of Three star export house? my points for three star export house are mentioned below: 1. Will 100 million US $ be counted as average of three years export performances ? or 2. will be counted as 1st year + second year+ three year= 100 million US $ and above?
