Please explain, why MCA requires Stamp duty in MOA/ Aoa , or we say reason of stamp duty on MOA / AOA..?

Stamp duty is charged by state govenments, as per stamp duty act, on all such deeds. (without the due stamp duty, they are not treated as legal or valid.)
Stamp Duty on MOA and AOA is colllected by Centre or State Government?
