St on health service

X is a company that maintains health staff.

A is a hospital who takes doctors from X when it requires good doctors for some surgery. X in turn hires doctors from Hospital  B and gives them to A. 

X pays to B whatever is the payroll for that doctor for that particular engagement time.

Will X charge Service tax from A on the billing of the doctors that they have provided to A??
