St on construction of residential property

Dear Friends,

                      What is the implication of negative list on ST on Construction of Residential Property, Whether the exemption for a complex containing 12 residential houses is applicable even now?? or what is the fate of small construction companies.. i.e More than 10 lakhs turnover but claiming exemption under above mentioned clause

Under the negative list, Services by way of construction, erection, commissioning, or installation of original works pertaining to a single residential unit otherwise than as a part of a residential complex, or low- cost houses up to a carpet area of 60 square metres per house in a housing project approved by competent authority empowered under the ‘Scheme of Affordable Housing in Partnership’ framed by the Ministry of Housing and Urban Poverty Alleviation, Government of India

As per new law residential complex means more than one dwelling unit. Sevice tax is payable when more than one unit is built.
