In short your work is only about packing the liquor?
If you are supplying service of only packing then GST would be applicable instead of VAT.
If you are supplying service of only packing then GST would be applicable instead of VAT.

Yes we are manufacturer of country liquor
As your Output supply is Non-Gst supply, hence you can not avail Input tax credit on your inward supply of packing material.
