How to furnish single credit not for multiple invoices in a GST portal

Recommendation was made during the 28th GST council meeting for consolidated credit note for multiple invoices and amendment was made in the section by CGST Amendment Act, 2018, but subject to notification.
Since, effective date of enforcement, is yet to be notified, so at present, it's not possible to issue consolidated credit/debit note.
I have sold goods in 2 bills but it was return both bill which has in one Debit Note.... So how to mention in The portel..... should i raise 2 credit Note or can I raise one credit note under both bill???

As of today one Credit note/Debit Note can be issue against one invoice only .
