See, E-Way bill has different columns for details of Party to whom goods are "billed to" and details of Party to whom goods are actually "shipped to".
Just write the GSTIN of Srinagar party in "Bill to" space and GSTIN of Anantnag party in "ship to" space while generating the E-Way bill.
