Pl refer Rule 5A of Companies (Central Govt.'s) General Rules & Forms 1956 which reads as under:
5A. (1) For purposes of clause (a) of sub-section (1A) of section 108, the prescribed authority shall be the Registrar, or such other authority as the Central Government may from time to time appoint in that behalf by notification in the Official Gazette.
