Are setup cost for a batch treated as direct expenses?

Normally all Manufacturing ( factory ) related shown as Direct expense , and sales and distribution expense , Admin expense are shown under Indirect. expense .

Normally  all  manufacturing  ( factory )  related  expenses  shown  as  Direct Expense , and sales and  distribution  expense ,  Admin Expense  are shown under  Indirect expense .
