Services in multiple states and 20 lac limit

Hi,

My office is in Delhi only but I provide services ( online services like Domain registration, server space renting) in multiple states ( like Gujrat, Rajasthan, UP etc. etc.). My friend says that if I provide services outside India, this 20 Lac limit is not applicable to me and I MUST have GST even if I am selling Rs.100 services. It it true?

Could anybody please confirm?
