my client has offered services (constructed flats for govenment) during 2013 which was covered under Mega exemption Scheme .. He has received notice in the year 2017 .. is he liable to pay service tax.. pls comment..

yes, since the supply of services was made prior to 01.07.2017. Supply or provision of service is the taxable event that determines the levy of tax whether under pre-GST regime or later.
