Service tax reverse mechanism

Greetings to you

Please clarify who is responsible to collect and remit to the Govt the service tax under reverse mechanism as per the latest notification 30/2012 dated 20th June2012.

In the notification itself, they mentioned who is liable to pay service tax @ what %.  Service receiver has to pay his % of tax liability to the government.
