Service tax registration- documents submission

Dear All,

Can the Service tax registartion documents be submitted to the respective range by postal mode, because i did not found out any where that physical presence is required for submission of documents. 

I think we can also submit the same via speed post or registered post acknowledgement due.

Views of all the people out there is solicited.
