I have a doubt in Service Tax registration, is it possible to get or apply for the Service Tax Registration Number without Pan Card Number ???

No.. PAN is prerequisite for Service TAX No. Now a days you can get your PAN no. within 5 working days... so apply for Service Tax registration after getting PAN.

It is clearly given in the FAQs issued by the ACES - Governments website for Automation of Central Excise & Service Tax that: "Though ACES has a PAN based registration process, but if an Assessee does not have PAN, can still register with a Temporary Registration No."
So you can definitely apply without a PAN. as soon as you get the PAN update the details from your login at www.aces.gov.in.

No, PAN card is a must. The structure of service tax no. is ABCDE1234FST001.
ABCDE1234F is a PAN card for an assessee. ST denotes service tax. 001 is the number of service tax numbers allotted on PAN card. It may be anything from 001 to 999 depending upon the no. of premises you have applied for service tax registration.
Thus, if your PAN no. is XXXXX1234Y then your service Tax no. will be XXXXX1234YST001. No need to verify it from anyone else.
