Does an assessee doing CCTV and Security System business collects 'Installation & Maintenance Charges' in the same sale bill requires Service Tax Registration ?

If Charges collected for installation & Maintainence during the year exceeds Rs. 9,00,000, only then it is mandatory to obtain service tax registeration.

If the assessee's collection has not crossed 9 lakh but is willing to take a registration due to requirement to quote in a tender, whether he has to pay tax after taking registration on his service collection which is less then 9 lakh. Also whether he has to pay tax and file return at regular intervals.
