NOOOOOOO

Lets us make ur question bit simple. U r not a taxpayer means u are not a registered dealer under service tax act. U paid a vendor bill inclusive of taxes. So how come u will claim refund is what im also wondering? U cant claim refund is the answer. :D

No REFUND!!!

Service Tax is an Indirect Tax and by it's nature, the liability is finally borne by the consumer/user. The tax is not refunded to the user. Further, any person or business entity, which is not regestered under the Act, has no means of claiming input credit or refund of tax. Therefore, a non-taxpayer cann't claim refund of service tax.
