Service TAx on Works Contract of Composition Scheme

Hi,

The rate of Service Tax in composition scheme is 4%.

I want to know wether Edu cess and Sec & higher Edu cess will be applied on the rate of 4%?

It will be nice if reply is  alongwith some backup.
