Service tax on renting of immovable property

If a builder has let out certain flats for residential purpose, will that be covered under negative clause i.e service tax not applicable in case of renting of residential dwelling for residential purpose.? or service tax will be applicable on the same?

i think service tax is applicable if the rent is above 10 lakh in year

any logic behind the same or do you have any supporting affirming your viewpoint?

It will be covered under negative list hence not chargeable to service tax.
It will be covered under negative list. ..as residential unit/flat is let out for residential purposes.
