Yes, because renting of immovable property is a declared service u/s 66E. Here the purpose is not the criteria to decide service tax is applicable or not. For reference please read negative list 1no & declared service 1st no which states about gov services which are not taxable & prov relating to immovable property
Yes, Service tax is applicable on renting of Govt. Land and the tax shall be collected and paid by the govt. as reverse charge is not applicable.
