Service tax on prepaid freight shipment

Hi, i'am working in a logistics company at india. Here iam facing one problem on import prepaid freight shipments. Liner (Maersk) has collected service tax on ocean freight for the goods exported to india from our agent located at overseas. Agent has charged service tax on his invoice to us. i cannot able to claim service tax input due to non availability of S.T No by our agent. Hence i added the service tax charged by our agent in to the cost of shipment due to that my profit has been swiped out. Kindly advice me how to handle this situation.
