Service tax negative list
services "by" foreign diplomatic mission located in India are exempt from service tax,
but what about services rendered by any person rendered "to" foreign diplomatic mission?

I need Clarification on EPC Contracts of Irrigation works, It is liable for service tax or not. If it is liable please provide the circulars if any,Not Liable also provide the Circular if have any.
