HI,
Is service tax payable on service provided by GTA for export of goods i.e from factory to port/ICD ?
and if yes than can refund of the same can be claimed?

service tax is applicable
refund is possible, but for a small amount of refund there are loads of documentation to be done,
better you can take cenvat credit as the price of goods are FOB, and here the freight is qualified as input service.
Exempted as per Noti.18/2009. File EXP-1 with AC of Central Excise.
