I am availing service from one of consultant. but he is not registered with service tax dept. he is not charging service tax for the services what he is providing to us. do i need to pay service tax on behalf of him.

You have no need to pay service tax on behalf of your consultant. B'cos he is not registered in service tax.
The service tax compliance is with the service provider other than the specified services where the ST is payable by the reciver of service. As far as consultacny is concerned only service provider liable.
In the case as specified by you. you are not liable to pay service tax.

service tax is to be paid by service provider except for certain specified cases..
so you need not pay service tax in behalf of consultant
I am availing technical consultancy services from one of consultant from outside india (USA). Please let me know whether service tax is applicable for the above case, If applicable, under which head I need to remit service tax. also please let me know whether TDS is applicable for this and what is the percentage. also what are the documents I need to submit to bank at the time of making payment.
