Can B ltd take service tax credit on phone bill, when B ltd take a premises on rent from A ltd and bill also made on A ltd.

No. you cant take credit.

No provision is required because the bill in not in the name of the assessee who is desirous to take credit, so credit cannot be taken by B ltd.
