We are likely to provide some taxable service to CMRC. (Chennai Metro Rail Corporation). Whether CMRC, being 100% government owned, is by any way exempt from the applicability of Service Tax. Should we collect service tax from them and remit to govt.

CMRL is the fully owned joint venture company of Central and state Government. Exemption regarding you need to go though the work completely.
