Service tax and tds on phone bill

Hi expert

My company received bill from Tata Indicom for the phone bill. Pls advice followings

1. I checked in this website and noted that there is no TDS for phone bill and internet fee but there is no such act to clearly state on exempation of TDS for this kind of services. Only refer to SKYCELL COMMUNICATIONS LTD. & ANR. vs. DEPUTY COMMISSIONER OF INCOME TAX & ORS.. I wish get the confirmation if TDS is confirm exempted for phone bill and internet fee?

2. If there is no TDS component, then why there is service tax component in the bill. Per my understanding if there is service tax on the invoice then it will attract TDS as well. Pls share your thought and expertise on this matter
