Do I need to file the first half year return if the turnover has exceeded the exemption limit in March?
If yes then do I need to pay penalty on late return filing?
Do I need to show the service tax value in first half return?

Every registered service provider are required to file the statutory return. It appears that you are registered with the department, so you have to file the return.
You are liable to pay the prescribed late fee, unless there is sufficient cause fro not filing the return.
You need not show the service tax value. It shall be nil.
