If I'm a buyer for a part manufactured from a tool and if I need to pay for the tool cost which will be stationed at the suppliers end, do I need to pay Service tax or sales tax??

Service tax is not applicable on sale of goods. VAT is applicable. If it is a job work, service tax may be applicable. But the nature of work is not clear from the query.
