The securities premium a/c can be used for the buy back of preference shares but why can't it be used for the redemption of preference shares?

The provision of section 52 of companies act 2013 provides specified utilisation of securities premium which provides for buy back of its own securites and premium on redemption of any redeemable preference shares or debentures.
