Dear Sirs,

My daughter who is a tax payer went for a medical checkup upon advice of a doctor, which costed me about Rs.4000, can I treat this as preventive medical checkup and claim under 80D

No. As she is also a tax payer it can be presumed that she is not dependent on you. Sec.80D applies to you in case you are paying such expenses for your dependent children only.

Yes sir agreed, she is not dependent on me, she has no health insurance coverage, then what way 80D will be helpful is my question

She has to take her own medical insurance for which she can claim deduction.
