If Return was not filed earlier for A. Y. 21-22 and now want to file UPDATED RETURN with No tax liability then can I file the return or not.

If it is above BEL then you can file

If you want to file nil return ITR U won't allow for filing because it has to levy penalty under section 40 for the late filing based on the period of delay.

If the due date is over and it is above basic threshold limit then you can easily file your return of income.

Yes, you can file ITR-U even if the income is below the exemption limit.
