ACC.to section 103, quorum ,the present of quorum shall be check only before commencement of meeting or through out the meeting????

PLS kindly check in secretarial standards issued by ICSI. Quorum reqd throughout the meeting. But in Act, it is not implied.
Quorum needs to be present throughput the meeting and not only at the commencement of the meeting. The purpose of having quorum does not get served in case the company is not having required quorum available when actual businesses transaction are discussed.
