Mr a purchases a health insurance policy online using his account but does not fall under IT slab.

His wife falls under the IT deduction category can she claim the 80D benefit?

only the person who pays premium for self spouse children is eligible to get deduction under 80D. so wife is not eligible to take deduction

No... Wife can't avail the benefit of Deduction.

no ..she is not liable for claiming deduction u/s 80D

No, The person who pays the premium is entitled to claim benefit U/s 80D.
