Yes. Section 16(ia) is inserted in the Budget 2018. The amendments is this budget will be applicable for FY 2018-19 (AY 2019-20).
Since AY 2019-20 will be applicable for May 2019 exams and hence the section wil be applicable from May 2019 onwards.
