As the regulations shall come into force on the 30th day from the date of the publication i.e. from October 22, 2011, hence the same would not be applicable to:

1.     1. November 2011 CA exams

2.     2. December 2011 CS Exams.

However you are further requested to wait for the clarification from the respective institutes.
