Rules for buying agricultural land in Uttarakhand by a domicile

Hello learned members,

My wife was born in Uttarakhand and she finished her schooling and higher education from Uttarakhand. She moved away from Uttarakhand in 2007 and has been living away since then but her parents still live in the state.

Could you please help us understand if my wife would be allowed to purchase agricultural land in Uttarakhand? If yes, is there a limit?
