I would want to raise this query through an example:
If an Individual has bought share on 18 Sep 2018 and shares got credited to demat account on 20 Sep 2018 and the book closure date for AGM is 21 Sep 2018 can that shareholder attend the AGM?

For a shareholder to attend an AGM, enough if he holds shares as on date of AGM. Book closure, record date, cut off date does not matter at all.

If a shareholder brought the shares during book closure time.Is he eligible to attend the AGM???

As on date of AGM if he holds shares he is eligible to attend AGM. Nothing prevents him from attending AGM even if he had Boughy it on book closure time. For the sake if voting, he should be an eligible share holder as on cutoff date.
