If an individual (businessman) has filed his nil tax return for AY 2008-09 in March 2009, can he revise it now. Will there be any penalty for this?

Belated return cannot be revised
no he cannot file revised return as the original return has not been filed within the prescribed time limit i.e 31 july,2008
