Reverse service tax

We are an India registered company and have a need to deploy one of our engineer in Germany at a customer place. Since we are not registered in Germany we have found a third party umbrella employer who can run the payroll on our behalf and pay the social security and income tax in Germany. They want to invoice us in India a fee plus the engineers salary every month. Is reverse service tax applicable on this under Import of services.
