There was no reverse charge except Transport , so when it will be applicable for unregistered purchase , waiting for reply.

Provision of RCM On Unregistered purchases are removed in Amendment act 2019, Now RCM is applicable only for GTA, Royalty, Import of services, CIF, Advocate fees only.
the rcm under sec 9(4) is levied on specified goods and services.....although these "specified goods n services" are not specified by the cbic till now......
