RCM on purchase from unregistered persons are done away. So No RCM u/s 9(4)
Rcm not applicable for the purchase from URD.
RCM on procurement from unregistered person are deferred by Govt and only applicable to categories notified by Govt. currently the procurement stated in above query are not yet notified. Accordingly no rcm applicable.
