If Income tax for the Ay 20-21 is not yet filed., what are the income tax procedures??

If your case is refund case after tax adjustment for F.Y 19-20 , then you can apply for condonation of delay request to CIT for filling return l , if approved then you can file IT return for F.Y 19-20.
The Last due date for Filing income tax return for A.Y. 2020-21 was 30.11.2020. It cannot be filed now
He can file return as per section 119(2)(b) of the Income tax act 1961, also refer circular 9/2015 dated 9/6/2015 of CBDT .
As per 1st & 2nd reply only in Case of refund Claim and carry forward losses he can file return under condonation delay .
