is there any current notification that allows assessee to file income tax returns for five previous years in FY 2016-17?

No, and i feel there is no possibilty that such notification will come, it's just not feasible at all.

Hi Harsh,
As per notification, you can only e-verify your return (ITR-V) filed for such assessment year.
This is applicable when you have filed your return and pending for processing due to ITR-V.
