if one dealer is wholesale & Retailer how did file the return

Unless he has obtained separate distinctive number for each verticals, he will file one return.
prakash is wrong , if u r a registered dealer in gst and selling yours goods to both whole seller or retailer it doesn't matter to whom you are selling goods . If your goods is taxable in gst regime you have to issue tax invoice. and if it us exempted then you have to issue supply of goods.
