Sir/mam,
if an employee deceased then his nominee (say wife) got all funds like death cum gratuity, PF, etc. then that lady (wife) need to take permission as representative Assesse or not for filing her own ITR to show these non taxable funds.

No. She can file her own ITR (by virtue of her own PAN) without any permission.
