Reply letter for intimation under section 245

Hi All, I want to sent a letter to IT tax office regarding the intimation received under Section 245. Its regarding to my DEMAND arrears. So I should address it to Assessment Officer or Income Tax Officer. Also, will IT Office accept postal letter sent thru Registered Post. Please advice. Thank you in advance.
