is it possible to reopen case for a y 2012-13? as on date

Yes, but after the approval of PR.CIT
But 6 years have been lapsed
Yes, but it can be reopened after the approval
No... the last date for issuing 148 notice for reassessment under section 147 is 31/03/2019 which is alright expired long ago and hence the case cannot be re-opened
