if a client is getting only gross rental income of 20 lakhs, is he liable to pay GST from the income received ?

commercial or residential?
Rent from commercial property , yes liable to obtain registration.
If residential, no need to get registered as he is exclusively making exempt supply. However if he has some other taxable supply even for a single rupee, then he will be liable for registration as the threshold limit is for Aggregate Turnover.
If tenant(s) is)are using for commercial purpose, client is liable to get registered in gst otherwise no
