Whether bus comes under RCM of the heading "Rent a cab Service".

No it does not come under RCM. It is a bus not a cab.
It is fall on Tour and operater service and also fall under RCM.
RCM would be applicable on BUS. Since the term used in the notification is motor vehicle and not motor cab. However, the abatement would not be avaiilable, as it is available to Motor cab only.
